Industrial Technology Institute; Miyagi (ITIM) is classified into the category of Kohsetsushi (public research institute) in Japan. Kohsetsushi is a regional public research; examination and technology center. Kohsetsushi provides research services; testing; training; and technological guidance for small and medium-sized enterprises.(Shapira; P. 1990; 1992)
Recently; in Japan; universities; institutes and technical colleges (UICs) have become active in making a regional contribution. A social environment was formed where Kohsetsushi could collaborate with the academic institutions to provide technological assistance to business enterprises in the region. In addition Miyagi Prefecture; which has a population of 2.36 million; has many UICs; including worldrenowned Tohoku University in its area. The result of a questionnaire on ITIM users suggested that more than 85% of them would like to take advantage of local universities; institutes and technical colleges when they have a need of technical development or technical advice.
Under those circumstances; in June 2005 Miyagi Prefecture concluded the Mutual Cooperation Agreement on Technical Assistance to Local Business Enterprises with 10 local academic institutions; and established the KC-Miyagi project in which the prefecture and the local academic institutions would promote local industry.
In 2006; two additional local academic institutions joined the project; which put the total participant institutions at twelve. KC-Miyagi is the name of this project; where KC is an acronym of Kodoka Center (Upgrade Center).
This paper introduces the KCMiyagi project and discusses its implementation until now; based on the pyramid concept of QMOD; 4P definition; and the aim and ideas of conference.
